   Reclusive billionaire Keith Lynch today announced that he is giving
away his entire fortune to whomever wants it.
   "You've probably seen it," said the eccentric recluse, interviewed
in his modest Vienna Virginia apartment.  "It's entirely in the form of
pennies.  I keep it on the roads and sidewalks of the country."
   He says that anyone who wants it is free to simply pick up and take
as much as they want.
