4. A TEMPORARY DYKE CONTAINING THE OIL SPILL COLLAPSED BECAUSE OF
HEAVY RAINS, AND THE SPILL REACHED THE KOLVA RIVER.
A "temporary dyke"? What's the deciding factor?
I hope they've dried her off and revived her by now.

ONLY IN THE DELTA OF THE RIVER OUSA, WHICH FALLS INTO THE RIVER
PECHORA, OIL POLLUTION IS UP TO 2-3 MPC. THERE IS NO OIL FILM THERE.
The river Ousa is a'Ousing a'plenty it seems.
No oil film yet, but they *are* writing a screenplay.

FURTHER INFORMATION ON THIS ACCIDENT WILL BE PROVIDED, ONCE
RECEIVED FROM COMPETENT NATIONAL AUTHORITIES.
As opposed to the standard-issue national authority?
How many incompetents do you think there are running
*their* country? Starts to sound like Congress...
