(Washington, DC, February 6) -- As a reward for spending less while
doing more, for reforming operations, streamlining and privatizing programs,
and dramatically enhancing performance, President Clinton's Administration

from $14 billion (current spending in 1998 dollars) to $13.5 billion.

Item two:	Excerpted-from: an article by Sandra Sobieraj

WASHINGTON (Feb. 25) - President Clinton outlined a massive, $16 billion
anti-drug strategy today amid signs that his administration would give Mexico
a slap on the wrist for its government's ties to drug traffickers.
